GOSI Registration in Saudi Arabia: Rates, Deadlines, and How It Works

ExplainerAugust 20269 منٹ کا مطالعہ

The General Organization for Social Insurance — GOSI — administers Saudi Arabia's social insurance system: pensions for Saudi nationals, occupational hazard cover for everyone, and the SANED unemployment insurance scheme. Registration is not optional and not deferrable: an employer must register the establishment when it hires its first employee, and each employee must be registered from their first working day.

GOSI matters beyond payroll. Your GOSI file is cross-checked by other platforms — visa services, CR renewal, government tenders — and arrears surface as blockages in processes that appear unrelated. It is one of the three registrations (with Qiwa and the residency platform) that together constitute 'being an employer' in the Kingdom.

Contribution rates

Contributions are a percentage of the employee's contributory wage — basic salary plus housing allowance, capped at SAR 45,000 per month. Rates differ sharply between Saudi and non-Saudi employees, which is why Saudization planning and payroll budgeting belong in the same conversation.

The long-standing headline rates are below. Note that the 2024 social insurance reform gradually raises pension contributions for new labour-market entrants over several years, so verify the current-year rate for newly hired young Saudi staff when budgeting.

Registering and the monthly cycle

Establishment registration happens online against your CR, and employee registration follows against each worker's national ID or iqama. Wages must be declared accurately — GOSI cross-checks declared wages against Qiwa contracts and, increasingly, against the Wage Protection System, so the numbers need to agree across all three.

Contributions are due monthly, with payment expected within the first fifteen days of the following month. Late payment accrues a surcharge, and undeclared or under-declared employees expose the employer to back-contributions plus fines. The routine is not burdensome once established; the failures are almost always failures of setup, not of process.

  • Register the establishment against the CR before or upon the first hire
  • Register each employee from their first working day — including the general manager
  • Declare the real contributory wage: basic salary plus housing allowance, capped at SAR 45,000
  • Pay monthly within the first 15 days of the following month
  • Reconcile GOSI, Qiwa, and payroll wage figures — mismatches trigger inspections

Where new foreign employers go wrong

The most common error is timing: treating GOSI as something to sort out after the first payroll rather than at hiring. The second is forgetting the general manager — the GM on the CR is an employee like any other and must be enrolled. The third is declaring a wage to GOSI that differs from the Qiwa contract, usually an artefact of splitting salary into allowances; the platforms compare notes, and the discrepancy is the employer's problem, not the employee's.

GOSI enrolment is part of Alpha's standard post-incorporation sequence, alongside the Qiwa labour file and first visas — set up once, correctly, with the wage structures agreed before the first contract is signed.

Common questions

Who has to register with GOSI?

Every employer in Saudi Arabia, from the first employee. The establishment registers against its CR, and every employee — Saudi and non-Saudi, including the general manager — is registered individually from their first working day.

What are the GOSI contribution rates?

For Saudi employees the combined rate is 21.5% of the contributory wage: 18% pension split equally between employer and employee, 1.5% SANED unemployment split equally, and 2% occupational hazards paid by the employer. For non-Saudi employees the employer pays 2% occupational hazards only.

What wage do GOSI contributions apply to?

The contributory wage: basic salary plus housing allowance, capped at SAR 45,000 per month. It must match the wage declared on the employee's Qiwa contract.

When are GOSI contributions due?

Monthly, within the first fifteen days of the month following the wage month. Late payment accrues a surcharge on the amount due.

Does GOSI apply to foreign employees?

Yes, but only the occupational hazards branch — 2% of the contributory wage, paid entirely by the employer. Foreign employees do not participate in the pension or unemployment schemes.

What happens if I do not register or pay late?

Arrears block seemingly unrelated processes — visa issuance, CR renewal, tender eligibility — and attract surcharges and fines, including back-contributions for undeclared employees. Registration at hiring is materially cheaper than remediation later.
