Recruitment Company Setup in Saudi Arabia

A recruitment or manpower company in Saudi Arabia needs a license from the Ministry of Human Resources and Social Development (HRSD), not just a MISA license, and HRSD's rules reserve most license categories for Saudi-owned companies. A foreign recruiter can still enter through HRSD's foreign-investor route, a licensed Saudi partner, or a service model that does not supply labor. This page explains which route fits which business.

How recruitment licensing works in Saudi Arabia

Recruitment does not follow the usual license-then-register sequence. HRSD's approval sits at the front, and the company is formed in the shape the ministry requires.

  1. ۰۱

Map the activity you actually need

HRSD licenses several distinct activities: mediating the recruitment of expatriate workers, labor services (supplying workers to clients for a period), mediating the employment of Saudis, and temporary Saudi manpower. Each license category permits specific activities, so the category follows your business model.

  2. ۰۲

    Confirm ownership eligibility first

Most categories require Saudi-owned capital. Before anything is drafted, decide whether you qualify for the foreign-investor route, will partner with a Saudi licensee, or should restructure the offer as a service that does not supply labor.

  3. ۰۳

Apply to HRSD for initial approval

The application includes the business plan and a feasibility study covering the target market, services and operating model. HRSD's initial approval is what lets you proceed to form the company.

  4. ۰۴

Form the company and arrange the guarantee

The company is incorporated in the legal form HRSD requires, with paid-up capital at the level of its license category, and an irrevocable bank guarantee from a local bank in the ministry's favor. A foreign investor also needs a MISA license, typically 2–6 weeks.

  5. ۰۵

Obtain the operating license and register on HRSD platforms

The operating license follows the Commercial Registration, the articles, the premises lease or title deed and the guarantee. Operations are then documented on the ministry's approved platforms, including Musaned for domestic workers.

What HRSD licenses, and who can own it

The question for a foreign investor is not whether recruitment is profitable but which activity you will run and who may hold the license for it. Under HRSD's published rules, the answer differs by activity.

ActivityLicenseOwnership under HRSD's rules
Recruiting expatriate workers, and labor services to clientsRecruitment or human resources company, by categoryJoint stock company with Saudi-owned capital; the ministry may set a ratio for foreign participation

The foreign-investor route

HRSD's rules include a route for foreign investors licensed by MISA that already run recruitment or labor supply in their home market. In the version of the rules HRSD published in 1442H (2021), that route covered domestic worker recruitment, limited the company to a closed joint stock company or a branch of the foreign company, and required at least three years of experience sending workers, certified by the regulator in the home country, plus a separate qualification for each country you recruit from.

HRSD amends these rules from time to time, so the current conditions are confirmed with the ministry before you commit capital. The principle behind the route is clear: it is for established recruiters with a verifiable track record, not for new entrants.

Capital, guarantees and fee ceilings

Each HRSD license category carries a minimum paid-up capital and a bank guarantee in the ministry's favor. The guarantee is irrevocable, issued by a local bank, and the ministry can draw on it to settle a licensee's obligations to workers and clients. HRSD's rules also let the ministry raise or lower the minimums with market conditions or the risk of the proposed business model.

Because the thresholds are set by category and revised over time, we do not quote them from memory. We confirm the current capital and guarantee for your category with the ministry at scoping, before the feasibility study is finalized.

Pricing is regulated too. HRSD sets ceilings on what licensees may charge for recruitment and labor services, and it has penalized recruitment companies for charging above them on Musaned.

Saudi employment services: outsourcing and temporary manpower

Mediating the employment of Saudis and supplying temporary Saudi manpower have their own HRSD rules. A Saudi individual can hold a license for employment mediation alone. Supplying Saudi workers to clients requires an LLC or joint stock company whose capital is wholly owned by Saudi persons, with every role in the company filled by Saudis and a Saudi manager.

For a foreign executive-search or staffing brand, this activity is closed to direct ownership. The workable model is a commercial arrangement with a licensed Saudi operator, with your brand, methods and clients on one side and their license on the other.

Workable routes for a foreign recruitment business

A foreign recruiter has three realistic routes into the Kingdom. The right one depends on your track record, how much control you need and whether you will actually supply workers or deliver a defined service.

RouteHow it worksFits when
HRSD foreign-investor routeYour own licensed entity, under MISA and HRSD conditionsYou run recruitment or labor export at scale at home
Saudi licensed partnerA commercial agreement, or a stake where HRSD permits foreign participationYou bring clients, brand or sourcing; they hold the license
Service company with its own staffA service license for a defined contract, such as facility management, delivered by your employeesYou sell an outcome, not workers

Mistakes that sink recruitment plans

We handle the company, MISA and platform side, filed online on your behalf from our Jeddah office, and sequence it with HRSD's approvals. These are the errors that cost the most.

  • Assuming a MISA service license covers recruitment or labor supply. It does not; HRSD licenses these activities.
  • Supplying workers to clients under a service contract without a labor-services license.
  • Forming an LLC when HRSD's rules require a joint stock company for a recruitment company.
  • Committing capital or signing premises before HRSD's initial approval.
  • Pricing above HRSD's fee ceilings, which leads to penalties and refunds.
  • Running domestic worker transactions outside Musaned, the ministry's approved platform.

Recruitment and labor-intensive services on the Saudi commercial register

Active registrations for recruitment and manpower agencies, alongside two labor-intensive service activities that are often compared with them: cleaning and facility management, and security services. Each is licensed under its own rules. The figures show how crowded each activity is and which cities the competition sits in.

اکثر پوچھے جانے والے سوالات

Can a foreigner open a recruitment company in Saudi Arabia?
Only through a narrow route. HRSD's rules reserve most recruitment and manpower licenses for Saudi-owned companies, with a separate foreign-investor route for established recruiters or labor-export companies with a certified track record at home. Other foreign recruiters work through a licensed Saudi partner or a service model that does not supply labor.
Who issues a recruitment license in Saudi Arabia?
The Ministry of Human Resources and Social Development (HRSD). The process starts with an initial approval, then the company is formed in the legal form HRSD requires, and the operating license follows once the CR, premises and bank guarantee are in place. A foreign investor also needs a MISA license.
Do I need a Saudi partner to start a manpower company?
For most HRSD license categories, yes, because the rules require Saudi-owned capital. Supplying temporary Saudi manpower requires a company wholly owned by Saudis. The exception is HRSD's foreign-investor route, which depends on an existing recruitment or labor-export track record.
How much capital does a recruitment company need in Saudi Arabia?
HRSD sets a minimum paid-up capital and a bank guarantee for each license category, and it can raise or lower them with market conditions. Because the figures are set per category and revised over time, confirm the current ones before you plan. We do this at scoping, so book a consultation for your category.
What is Musaned?
Musaned is HRSD's approved platform for domestic worker services. Licensed recruitment companies document domestic worker recruitment and transfers on it, and HRSD has penalized companies for charging above its cost ceilings on transfers made through it.
Can a foreign company supply staff to Saudi clients?
Not without an HRSD license. Supplying workers to clients is a licensed labor-services activity, separate from delivering a service. A foreign company can deliver a defined service, such as facility management, with its own employees under a service license, or supply labor through a licensed Saudi partner.
Can I open an executive search firm in Saudi Arabia?
Mediating the employment of Saudis is an HRSD-licensed activity reserved for Saudi individuals and wholly Saudi-owned companies. A foreign search firm therefore usually works through a licensed Saudi partner. Recruiting expatriate workers falls under HRSD's recruitment licenses, with the ownership rules above.
How long does it take to get a recruitment license in Saudi Arabia?
It depends mainly on HRSD's review of the initial application and feasibility study. The company formation steps after approval follow the usual timeline, with the MISA license in 2–6 weeks for a foreign investor and the bank account in 2–4 weeks. The bank guarantee should be arranged in parallel.
