Business Setup in Madinah: How Company Formation Works

The Prophet's Mosque draws visitors to Madinah throughout the year, and the city's hotels, restaurants and shops are built around them. Vision 2030's Pilgrim Experience Program aims to bring 30 million Umrah performers and visitors to the Two Holy Mosques by 2030. The Haramain High Speed Railway runs 453 km from Madinah to Makkah, with stations at King Abdullah Economic City, Jeddah and King Abdulaziz International Airport.

The register shows a visitor-led city. Relative to its size, Madinah has more hotels, travel agencies, bakeries and sweet shops, flower and gift shops and specialty food shops than the national average. Building contractors are the largest group by count, as in most Saudi cities, and most registrations are sole proprietorships rather than companies.

The wider Madinah Region is broader than the city. It includes Yanbu, with its industrial city on the Red Sea, and AlUla. A company serving the region can register in Madinah and add branch registrations elsewhere as it grows.

Property is the main difference. The law on real estate ownership by non-Saudis, in force since 22 January 2026, allows ownership in Madinah only in part. The Real Estate General Authority (REGA) states that ownership in Makkah and Madinah is restricted to Muslim individuals and to Saudi companies with non-Saudi shareholders, and only within specific geographic areas set by the implementing regulation and the geographic scope document.

Forming a company does not require owning property. If your plan depends on owning a hotel, a building or land, treat it as a separate legal question, check the current zones on REGA's Saudi Properties portal, and confirm how your premises will be held before you sign.

Pilgrim services are the second. In November 2025 the Ministry of Hajj and Umrah consulted publicly on new licensing requirements for providers serving Umrah performers and visitors to the Prophet's Mosque from outside the Kingdom. If that is your market, plan against the final rules.

On access, official tourism guidance states that non-Muslims may not visit the mosques of Makkah and Madinah. If anyone on your team is not Muslim, check the current access rules for the area where your premises will be.

The MISA license and the Commercial Registration are national. What follows depends on your activity and your site.

The Economic Cities and Special Zones Authority (ECZA) lists two economic cities in the Kingdom: King Abdullah Economic City in the Makkah Region and Knowledge Economic City in the Madinah Region, which it describes as focused on the knowledge economy and knowledge-based sectors. It is listed as an economic city, not as one of the Kingdom's special economic zones, so do not assume the zone incentives apply to it.

For manufacturing, MODON runs Al-Madinah Al-Munawwarah Industrial City and offers industrial land and ready-built factories across its industrial cities. A site can be requested through the Ministry of Industry's site allocation service, and how long it takes depends on the land provider. The industrial license itself typically takes 30–60 days.
