Business Setup in Dammam, Khobar and the Eastern Province

The Eastern Province is the center of the Saudi energy economy. Saudi Aramco is headquartered in Dhahran, Jubail Industrial City is built around petrochemicals and heavy industry, and King Abdulaziz Port in Dammam is the Kingdom's main port on the Arabian Gulf. Foreign investors can own 100% of a company in Dammam, Khobar or Jubail in most activities under a MISA license, and the full setup typically takes 4–12 weeks. If you are coming to supply Aramco, the petrochemical producers or their contractors, plan company formation and vendor registration as one project.

How to set up a company in the Eastern Province, step by step

The national route applies, with two Eastern Province twists: the industrial city you build in may have its own authority, and your licensed activities need to line up with the supplier categories of the buyers you want to sell to.

  1. ۰۱

Choose activities with your target buyers in mind

Your MISA license and Commercial Registration list your permitted activities. Large buyers such as Aramco classify suppliers by commodity code and, for most scopes, expect a Saudi CR whose activities match what you supply. Mapping the license against the buyer's categories at the start avoids amending it later.

  2. ۰۲

Attest and translate your corporate documents

Documents issued abroad need apostille or embassy legalization and a certified Arabic translation. Start this first, alongside the evidence you will later need for vendor registration: audited financial statements, quality and HSE certificates, and project references.

  3. ۰۳

Obtain the MISA license, and the industrial license if you manufacture

The MISA application is filed online and a complete file is typically approved within 2–6 weeks. A manufacturer also needs an industrial license from the Ministry of Industry and Mineral Resources and a site, either allocated land in an industrial city or an approved private site.

  4. ۰۴

Register the company with the Ministry of Commerce

Name reservation, the Articles of Association and the Commercial Registration follow through the Saudi Business Center platform, with your Eastern Province office as the registered address. From MISA license to CR is typically 1–2 weeks when documents are in order. Membership of the Asharqia Chamber, the Eastern Province chamber of commerce, comes next.

  5. ۰۵

Activate platforms and plan Saudization early

ZATCA, GOSI, Qiwa, Mudad and Muqeem registrations follow, plus a municipality (Balady) license for your premises. Contractors who will work on site at industrial facilities carry the heaviest compliance load, including safety pre-qualification and a Saudization position, so the hiring plan belongs in the setup, not after it.

  6. ۰۶

Open the bank account, then register as a vendor

The corporate bank account typically takes 2–4 weeks and needs the general manager's iqama or an in-person visit. Once the CR is live and matches your scope, vendor registration with Aramco and the other buyers you target can start. Each runs on the buyer's own review timeline.

Why companies choose the Eastern Province

The Eastern Province is where Saudi Arabia's oil and gas industry is run. Aramco's headquarters is in Dhahran, next to Dammam and Khobar, and the province hosts the industrial cities and ports that serve the energy and petrochemical sectors. For an energy services company, an EPC contractor, an equipment supplier or a maintenance specialist, being close to the customer usually decides the location.

Dammam is the provincial capital and the largest city in the province by registrations. King Abdulaziz Port, which the Saudi Ports Authority (Mawani) describes as the main cargo gateway for the Eastern and Central provinces, is in the city. Relative to its size, Dammam has an above-average share of logistics and customs firms, metal fabricators and building materials suppliers.

Khobar is joined to Bahrain by the King Fahd Causeway and is one of the host cities of the 2034 FIFA World Cup. The register shows it with an above-average share of engineering consultancies, IT services and management consultancies. Jubail's register, by contrast, is dominated by building and civil contractors. Dammam, Khobar and Dhahran form one connected metropolitan area, so the choice between them is mostly about where your customers and staff are, not about regulation.

Jubail, Ras Al Khair and the industrial cities

Heavy industry in the province is organized around dedicated industrial cities. Jubail Industrial City and Ras Al Khair City for Mining Industries are run by the Royal Commission for Jubail and Yanbu, which administers land and infrastructure inside its cities. MODON, the Saudi Authority for Industrial Cities and Technology Zones, runs the Dammam industrial cities. The King Salman Energy Park (SPARK), between Dammam and Al-Ahsa, is developed by Aramco in partnership with MODON.

Ras Al Khair is also one of the special economic zones launched in 2023, aimed at shipbuilding, ship repair and maritime industries. Zone status brings different tax and customs terms but also conditions on what you may sell into the domestic market, so it suits a narrow set of manufacturing and re-export businesses.

For a manufacturer, the order is: MISA license, industrial license from the Ministry of Industry and Mineral Resources, land allocation or site approval, then the Commercial Registration and operating platforms. For contractors and service companies that work inside these cities, a standard company registered in Dammam, Khobar or Jubail is the usual vehicle.

Supplying Aramco and the petrochemical producers

A registered company is not yet a supplier. Aramco, SABIC, Sadara, SEC and Marafiq each run their own vendor registration, and Aramco only sends enquiries to suppliers registered under the commodity codes that match what it is buying. For most scopes Aramco expects a Saudi Commercial Registration whose activities match what you supply, and contractors performing site work effectively need a local entity, labor compliance and a Saudization position.

Localization also weighs in evaluation. Aramco assesses suppliers' in-Kingdom value through its IKTVA program, and a foreign supplier selling from abroad has a limited localization contribution to show. A company in the province that hires and buys locally is in a stronger position than the same capability offered from outside the Kingdom.

We plan formation and registration together: activity codes on the license chosen against the buyer's categories, and one evidence pack built once and reused across buyers with overlapping requirements, such as the Jubail petrochemical cluster.

Costs and premises in the Eastern Province

MISA and Ministry of Commerce fees are set nationally, so formation costs in Dammam are broadly the same as in Riyadh or Jeddah. The first-year total depends mostly on the activity, the shareholder type and the MISA subscription; our company formation cost guide breaks it down line by line. Trading licenses and regulated activities cost more, and a manufacturing project is a different budget altogether, driven by land, plant and the industrial license.

Premises matter more here than in most markets. A virtual or serviced address satisfies the national-address rule, but suppliers to industrial buyers are assessed on real capability during pre-qualification, and manufacturers can expect a technical audit that may include a plant inspection. Budget for the facilities your target buyers will want to see, not just the address the law requires.

How Alpha handles an Eastern Province incorporation

Alpha is based in Jeddah. We do not have an office in the Eastern Province, and formation does not require one: the MISA, Saudi Business Center, ZATCA, GOSI and Qiwa filings are all made online and work the same for a company registered in Dammam, Khobar or Jubail.

The steps that happen locally, such as the general manager's bank visit and premises checks, are planned around your team's presence in the province. We work in Arabic, English, Hindi, Urdu and French, by phone, WhatsApp or email, Sunday to Thursday, 9:00 to 18:00.

Dammam in the commercial register

Live figures from the Ministry of Commerce register for Dammam itself. The register counts Khobar and Jubail as separate cities; their statistics are linked above. Use the activity table to see which trades already crowd the market and where a specialist supplier stands out.

اکثر پوچھے جانے والے سوالات

How much does it cost to set up a company in Dammam?
Formation fees are set nationally, so the cost is broadly the same as elsewhere in the Kingdom. The first-year total depends on the activity, the shareholder type and the MISA subscription, and trading, regulated and manufacturing activities cost more. Use the cost calculator for a line-by-line figure.
How long does company formation take in Dammam?
The MISA license typically takes 2–6 weeks from a complete application, and the full setup, including commercial registration, platforms and the bank account, typically takes 4–12 weeks end to end. Manufacturing projects take longer because of the industrial license and site allocation. Vendor registration with buyers such as Aramco runs after the CR, on each buyer's timeline.
Can a foreigner own 100% of a company in Dammam or Khobar?
Yes, in most activities. A MISA investment license lets a foreign investor own the whole company with no Saudi partner or sponsor, in Dammam, Khobar, Jubail or anywhere else in the province. A short list of activities carries restrictions or capital conditions, which we confirm before filing.
Do I need a Saudi company to become an Aramco supplier?
For most scopes, yes. Aramco expects a Saudi Commercial Registration whose activities match what you supply, and contractors doing site work effectively need a local entity. Some specialized manufactured goods can be supplied by a foreign manufacturer or through an authorized Saudi agent, but with a weaker localization position in evaluation.
Should I register my company in Dammam, Khobar or Jubail?
Register where your customers, site work and staff are, because the formation process is identical in all three. Jubail suits contractors and industrial suppliers working inside the industrial city. Dammam and Khobar suit head offices, traders, and engineering and service firms that cover the whole province.
Is there a special economic zone in the Eastern Province?
Ras Al Khair is one of the special economic zones launched in 2023, focused on shipbuilding and maritime industries. Zone entities get different tax and customs terms but carry conditions on domestic sales, so they suit a narrow set of manufacturing and re-export businesses. Most service companies and contractors are better served by a mainland company.
Can I set up a company in the Eastern Province without living in Saudi Arabia?
Yes. Incorporation can be completed remotely under a power of attorney. The company does need a resident general manager for the bank account and day-to-day platform approvals, so most clients issue the GM visa as part of the setup.
Does Alpha have an office in Dammam?
No. Alpha is based in Jeddah. The formation filings are online and work the same for a company registered anywhere in the Kingdom, so we incorporate Eastern Province companies remotely and plan the in-person steps, such as the bank visit, around your schedule.
