Manufacturing Company Setup in Saudi Arabia
Manufacturing is open to 100% foreign ownership in most activities, with no statutory minimum capital for an LLC. It is also the longest setup path. The company can be registered in 4–12 weeks, but a factory also needs an industrial license from the Ministry of Industry and Mineral Resources, an industrial site, an environmental permit, and product approvals before it can sell. This page sets out the sequence and where the time goes.

How to set up a manufacturing company in Saudi Arabia
Two tracks run side by side: the company (MISA license, CR, platforms, bank) and the factory (industrial license, site, environmental permit, production approvals). The factory track is longer and sets the overall timeline.
- ۰۱
Scope the project
Define the product, production capacity, technology, raw materials and manpower plan. This technical file and a feasibility study are the basis of the Ministry of Industry's evaluation, and they also drive your site size and environmental classification.
Check your activity with the free MISA assessment - ۰۲
Form the company
Attest your corporate documents, obtain the MISA industrial license (typically 2–6 weeks for a complete application), notarize the Articles of Association and extract the Commercial Registration. The CR comes before the industrial license application. Then activate ZATCA, GOSI, Qiwa, Mudad and Muqeem.
MISA license: requirements and timeline - ۰۳
Apply for the industrial license
The Ministry of Industry and Mineral Resources (MIM) issues the industrial license. Its service page gives 30–90 days to process the application. The first license lets you complete the project's requirements. It is valid for one year and does not permit production.
- ۰۴
Secure the site
Apply for land or a ready-built factory in a MODON industrial city, a site in the Royal Commission cities of Jubail and Yanbu, or register a private site. A confirmed site is a condition for moving the license to the next stage.
- ۰۵
Obtain the environmental permit
The National Center for Environmental Compliance (NCEC) first classifies your activity, then issues a first, second or third class environmental permit depending on its impact.
- ۰۶
Build, equip and move to construction status
Once the establishment phase is complete, MIM converts the license to construction status. This is the stage that gives customs exemption on machinery, equipment and spare parts, and a partial labor endorsement for your workforce.
- ۰۷
Start production and move to production status
When the requirements are met and production has started, MIM converts the license to production status, which gives access to all of its industrial services. Product approvals from SASO, and the SFDA where relevant, must be in place before goods are sold.
The industrial license, stage by stage
The industrial license is not a single document issued once. MIM moves it through three statuses, and each one opens different services. Planning purchases around these stages is where most of the customs savings are made or lost.
MIM lists 30 working days for each status upgrade. A license in the establishment stage can be renewed, with validity extended up to five years once its requirements are met.
| Status | What it means | What it gives you |
|---|---|---|
| Establishment (initial license) | Issued so you can complete the project's requirements. Valid one year, renewable. No production. | The basis for site allocation, environmental and other approvals |
| Construction | Granted when the establishment phase is complete and requirements are met. No production. | Customs exemption on machinery, equipment and spare parts; partial labor endorsement |
| Production | Granted once requirements are met and production has started. | Access to all MIM industrial services, including raw-material customs exemption at licensed quantities |
Choosing where to build
MODON, the Saudi Authority for Industrial Cities and Technology Zones, allocates industrial land and ready-built factories in its industrial cities. The Royal Commission for Jubail and Yanbu allocates industrial sites in those two cities. Both can be applied for through MIM's industrial platform. Inside an industrial city, the city authority approves the site and later issues its operating license.
Special Economic Zones such as King Abdullah Economic City, Ras Al Khair and Jazan offer different fiscal terms, including reduced corporate income tax and customs duty relief on imported inputs. They suit companies processing for re-export, and carry conditions on what you may sell into the domestic market. Decide before the license application, since moving an established entity into a zone means repeating much of the registration work.
A private site outside an industrial city is possible. The municipality then approves the location, and more of the infrastructure and permitting sits with you; food factories, for example, add a Civil Defense safety permit.
Product, food and medical approvals
SABER, SASO's conformity platform, applies to products made in Saudi Arabia as well as imports. Products covered by a SASO technical regulation need a conformity certificate before they reach the market. From 1 October 2026, products under ten technical regulations must also carry the supplier's name and CR number on the label, local manufacturers included.
Food factories follow a defined SFDA sequence: an industrial license at construction or production stage, an NCEC environmental permit and a location operating license; then a HACCP certificate from an accredited body and laboratory testing at an SFDA-accredited lab; and finally an operating license application on the SFDA's Ghad platform and the SFDA's final approval.
Medical device manufacturers need an SFDA establishment license, a quality management system to ISO 13485, and marketing authorization for each device before it is sold.
Incentives and financing
The main incentives are tied to the license stage. Customs exemption on machinery, equipment and spare parts is available from construction status. Raw materials can be exempted in limited quantities for trial production during setup, and at full licensed quantities once you reach production.
MODON land is allocated at preferential rates, and the Saudi Industrial Development Fund (SIDF) offers industrial loans, applied for through MIM's platform. SIDF lending is subject to its own evaluation, so it belongs in the feasibility study rather than being assumed.
Ownership, structure and substance
Foreign investors can own 100% of a manufacturing company in most activities under a MISA license. Substance requirements are stricter than for service or trading companies: a real factory, real production and real employment. The license only reaches production status once that is in place.
The LLC suits most single-plant manufacturers. A joint stock company fits larger industrial projects, and some investors form a joint venture with a Saudi partner when targeting localization programs and government procurement.
Saudization applies from the first hire. Factories employ more people than most service companies, so the Nitaqat band and the grace period for new companies belong in the manpower plan you submit to MIM.
Mistakes that delay factories
Most of these cost months rather than weeks, because they surface after money has been committed.
- Treating the first industrial license as permission to produce. It is not; production needs production status.
- Importing machinery before the license reaches construction status, and paying duty that could have been exempt.
- Committing to a private site before confirming the activity can be licensed and permitted there.
- Fixing the plant design before the NCEC classification, then redesigning to meet the permit class.
- Assuming SABER applies only to imports, and printing packaging without the required label details.
Manufacturers on the Saudi commercial register
Active registrations in four manufacturing activities, from the Ministry of Commerce register. The counts include every registration holding the activity, from small workshops to large plants, so read them as a measure of how established each activity is rather than of factory numbers.

اکثر پوچھے جانے والے سوالات
- How do I get an industrial license in Saudi Arabia?
- Apply to the Ministry of Industry and Mineral Resources with a technical file covering the product, capacity, raw materials and manpower. A foreign investor needs the MISA license and a Commercial Registration first. MIM gives 30–90 days to process the application, and the license then moves through construction and production stages.
- Can a foreigner own a factory in Saudi Arabia?
- Yes. Foreign investors can own 100% of a manufacturing company in most activities under a MISA license. Substance requirements are stricter than for services: a real factory, real production and real employment.
- How long does it take to set up a factory in Saudi Arabia?
- The company itself is typically registered in 4–12 weeks, with the MISA license taking 2–6 weeks. The factory track runs longer: MIM's initial license takes 30–90 days to process, and each later status upgrade is listed at 30 working days. Construction time depends on your project.
- Is there a minimum capital for a manufacturing company in Saudi Arabia?
- For most industrial activities there is no statutory minimum capital for an LLC. In practice, capital has to match the project in your feasibility study, and some regulated sectors set their own thresholds.
- Do I need MODON land to get an industrial license?
- No. You can apply for land or a ready-built factory in a MODON industrial city, a site in Jubail or Yanbu through the Royal Commission, a special economic zone, or a private site. A confirmed site is needed to move the license beyond its first stage.
- What incentives do manufacturers get in Saudi Arabia?
- Customs exemption on machinery, equipment and spare parts from construction status, raw-material exemptions that grow at production status, MODON land at preferential rates, and access to SIDF industrial loans. Special economic zones add their own fiscal terms.
- Do products made in Saudi Arabia need SASO certification?
- Yes, if they fall under a SASO technical regulation. SABER covers locally made products as well as imports, and from 1 October 2026 the labels of products under ten technical regulations must show the supplier's name and CR number.
- What approvals does a food factory need in Saudi Arabia?
- An industrial license at construction or production stage, an NCEC environmental permit, a location operating license, a HACCP certificate and laboratory testing. The factory then applies for an SFDA operating license on the Ghad platform.
