Company Setup in Yanbu: Yanbu Industrial City on the Red Sea
Yanbu Industrial City is where the Kingdom's crude oil and gas pipelines from the Eastern Province reach the Red Sea, and its economy is refining, petrochemicals and export. A foreign investor forms a company here through a MISA license and Commercial Registration, typically in 4–12 weeks end to end. Inside the industrial city, the Royal Commission for Jubail and Yanbu (RCJY) leases the land and runs the services, so site decisions go through it.

How to set up a company in Yanbu, step by step
The national sequence applies. What changes in Yanbu is the site question: a company working inside the industrial city deals with RCJY for land and permits, while one in the wider town follows the usual municipality route.
- 01
Match your activity to what Yanbu buys
Yanbu's economy rests on its refineries, petrochemical plants and export terminals, and on the people who work there. Decide whether you will contract to the plants, supply them, run logistics through the port, or manufacture, because each needs a different MISA license type and different approvals after the CR.

Attest documents and obtain the MISA license
Foreign corporate documents are legalized and translated into Arabic, then the MISA application is filed online. A complete file is typically approved within 2–6 weeks, and the license renews annually.
MISA license: requirements and timeline - 03
Register the company with the Ministry of Commerce
Name reservation, Articles of Association and the Commercial Registration are completed through the Saudi Business Center, with your Yanbu address as the registered address. From MISA license to CR is typically 1–2 weeks when documents are in order.
Commercial Registration: how it works - 04
Secure the site and the industrial license
An industrial site in Yanbu Industrial City is requested through the Ministry of Industry's site allocation service, which covers RCJY's cities, and manufacturers need an industrial license, typically 30–60 days. Permits for activity inside the city go through RCJY. Service companies outside the industrial city take a municipality license for their premises instead.
Manufacturing license - 05
Complete the platforms, bank account and supplier registration
ZATCA, GOSI, Qiwa, Mudad and Muqeem let you hire and invoice, and the bank account typically takes 2–4 weeks. If your customers are the plants, supplier registration with each operator is the step that turns a registered company into one that can bid.

What drives Yanbu's economy
Yanbu Industrial City covers 606 km² on the Red Sea, about 350 km northwest of Jeddah and 200 km west of Madinah. It is the western end of the crude oil and natural gas liquids pipelines that run about 1,200 km from the Eastern Province. Most of the crude is exported; the rest, with natural gas, is used as fuel and feedstock by the city's refineries and other industries.
RCJY describes the city as home to the largest oil export port on the Red Sea coast and the largest facility for handling petroleum and chemical liquids. SABIC's affiliates in the city include YANPET and YANSAB. RCJY also points to the city's proximity to the Suez Canal as a route to European markets.
Logistics: the Multi-Modal Logistics Center and the rail link
RCJY has built a Multi-Modal Logistics Center in Yanbu Industrial City, with a railway station, a container terminal, export and re-export zones, warehouses and a shipbuilding and repair facility. The city also has a distribution center for mineral raw materials.
With the Transport General Authority, RCJY has started a project to connect the Yanbu logistics center by rail to King Abdullah Port and Jeddah Islamic Port, as part of the national Land Bridge project. For freight forwarders, warehousing operators and export-oriented manufacturers, that is the infrastructure to watch.
Yanbu in the register
Yanbu's register is small next to Jubail's or Madinah's, and most of it is sole proprietorships rather than companies. Building and fit-out contractors lead the activity table, followed by restaurants and car repair workshops, and fit-out contractors are a larger share of the city than they are nationally.
The register counts businesses, not output. An economy built on a few very large plants shows up as the contractors, workshops and shops that serve them and their workforce. For a specialist contractor or supplier, the local field of registered competitors is far smaller than in Jubail.
Yanbu or Jubail?
RCJY runs both cities on the same model, so the formation route, the land arrangements and the authority you deal with are the same. The choice usually comes down to which plants you serve and which sea you ship on.
| Yanbu Industrial City | Jubail Industrial City | |
|---|---|---|
| Coast | Red Sea, with RCJY citing access to the Suez Canal and Europe | Arabian Gulf, close to Gulf shipping lanes |
| Area | 606 km² | 1,016 km² |
| Feedstock | Western end of the crude oil and gas liquids pipelines | Close to Eastern Province energy and raw materials |
| Nearest major city | Madinah, about 200 km; Jeddah, about 350 km | Dammam, about 100 km |
| Local register | Small, mostly sole proprietorships | Large, dominated by contractors and companies |
How Alpha handles a Yanbu setup
Alpha is based in Jeddah, at Salama Tower in Al Salamah District. We do not have an office in Yanbu, and formation does not need one. With your authorization, we file the MISA license, the Commercial Registration and the ZATCA, GOSI and Qiwa registrations on the government's online platforms, which work the same for a company registered in any Saudi city.
We plan the license activities, the site route and supplier registration together, so nothing has to be amended later. We work in Arabic, English, Hindi, Urdu and French, by phone, WhatsApp or email, Sunday to Thursday, 9:00 to 18:00.

Frequently asked questions
- How do I set up a company in Yanbu Industrial City?
- Obtain a MISA investment license, register the company with the Ministry of Commerce and complete the ZATCA, GOSI and Qiwa registrations. For a site inside the industrial city, the Royal Commission for Jubail and Yanbu is your counterpart for land and permits, and manufacturers also need an industrial license from the Ministry of Industry.
- What is the difference between Yanbu and Yanbu Industrial City?
- Yanbu is a city on the Red Sea coast in the Madinah Region. Yanbu Industrial City is the industrial area that the Royal Commission for Jubail and Yanbu develops and runs there. Inside it, RCJY is your counterpart for land, services and permits; elsewhere in Yanbu the usual municipality route applies.
- Can foreigners own 100% of a company in Yanbu?
- Yes, in most activities, including most manufacturing. Under a MISA license a foreign investor can own the whole company with no Saudi partner or sponsor. Trading carries higher capital conditions and a short list of activities is restricted, which we check for your activity before filing.
- How do I get industrial land in Yanbu?
- Industrial sites in Yanbu Industrial City are leased from the Royal Commission and requested through the Ministry of Industry's site allocation service. RCJY lists competitive rental rates and grace periods of up to one year among its investor terms. Allocation time depends on the land provider.
- How long does it take to set up a company in Yanbu?
- The MISA license typically takes 2–6 weeks and the full setup, through to the bank account, typically 4–12 weeks. A manufacturing project adds the industrial license, typically 30–60 days, and the site allocation, which usually set the overall timeline.
- How much does company setup in Yanbu cost?
- Government formation fees are the same across the Kingdom. The first-year total depends on the activity, the shareholder type and the MISA subscription, which is the largest recurring line. Industrial projects depend on the site and facility, so use the cost calculator or book a consultation for a scoped figure.
- Is Yanbu a free zone or special economic zone?
- No. Yanbu Industrial City is an industrial city run by the Royal Commission for Jubail and Yanbu, not a special economic zone. The special economic zones the Royal Commission manages are at Ras Al Khair and Jazan. A standard company is the usual vehicle in Yanbu.
- Can Alpha set up my company in Yanbu if you are based in Jeddah?
- Yes. The MISA, Ministry of Commerce, ZATCA, GOSI and Qiwa filings are made online, on your behalf and with your authorization, and work the same for a company registered in Yanbu as anywhere else. Your company is registered at its Yanbu address.
