Company Setup in Jubail: Jubail Industrial City Company Formation
Jubail is built around petrochemicals and refining, and its commercial register is dominated by the contractors who build and maintain the plants. A foreign investor forms a company here through a MISA license and Commercial Registration, typically in 4–12 weeks end to end, the same route as anywhere in Saudi Arabia. What is specific to Jubail is the Royal Commission for Jubail and Yanbu (RCJY), which runs the industrial city, leases its land and handles permits inside it.

How to set up a company in Jubail, step by step
The MISA license and the CR are the same as in any other city. In Jubail, the early decisions are about what you will do for the plants and whether you need a site inside the industrial city, because that brings RCJY into the process.
- 01
Decide how you will serve the industrial city
There are three common ways in: as a contractor or service provider working on the plants, as a trader supplying them, or as a manufacturer with your own facility. Each points to a different MISA license type, different capital rules and a different set of approvals after the CR.

Choose the site: inside the industrial city or outside it
Inside Jubail Industrial City, RCJY provides developed land and infrastructure and administers services itself, so land, building and operating approvals run through the Royal Commission. Premises outside its boundaries follow the usual municipality route. Many service companies need only an office address; manufacturers need a plot.
- 03
Obtain the MISA license
Corporate documents are attested and translated into Arabic, then the application is filed online with the Ministry of Investment. A complete file is typically approved within 2–6 weeks, and the license renews annually.

Register the company and its Jubail address
The trade name, Articles of Association and Commercial Registration are completed with the Ministry of Commerce through the Saudi Business Center. From MISA license to CR is typically 1–2 weeks when documents are in order.

If you manufacture: industrial license and an RCJY site
Manufacturing needs an industrial license from the Ministry of Industry and Mineral Resources, typically 30–60 days. An industrial site in the Royal Commission's cities is requested through the ministry's site allocation service, and the time it takes depends on the land provider. RCJY applies its own environmental standards inside its cities, so plan approvals with the plot, not after it.

Register on the platforms, open the bank account, qualify as a supplier
ZATCA, GOSI, Qiwa, Mudad and Muqeem come first, then the bank account, which typically takes 2–4 weeks. For contractors and suppliers, the step that wins work is supplier registration with the operators you want to serve, which each run separately.

What drives Jubail's economy
Jubail Industrial City covers 1,016 km² on the Arabian Gulf, about 100 km north of Dammam. The site was chosen for its position close to Gulf shipping lanes and to the energy and raw materials used in petrochemical and refining industries, and RCJY has since added the Jubail 2 expansion.
The plants are the anchor customers. SABIC operates 15 affiliate companies in the industrial cities of Jubail and Yanbu, most of them in Jubail, and has a major corporate building in the city. Around the producers sits a large base of contractors, maintenance firms, traders, logistics providers and utilities that serve them.
Jubail in the register: a contractors' city
No other Saudi city in the register is as concentrated in contracting as Jubail. Building contractors, site preparation, road and civil engineering contractors and specialized construction trades lead the activity table, while restaurants, shops and other consumer businesses make up a much smaller share than they do nationally.
Jubail is also unusual in two other ways. Most of its registrations are companies rather than sole proprietorships, the reverse of the national pattern. And it saw a surge of new registrations in 2024 and 2025, much of it in contracting, that lifted it among the larger registers in the Kingdom.
For a foreign contractor, that means a crowded field at the small end of the market. Registration is the easy part. Qualification with the operators, and the track record and certifications behind it, is what wins work.
How the Royal Commission changes the process
RCJY was established by Royal Decree in 1975 with financial and administrative independence. It now runs four industrial cities: Jubail, Yanbu, Ras Al Khair City for Mining Industries, and Jazan City for Primary and Downstream Industries. Inside them it works under what it calls integrated management: it provides developed land and infrastructure, secures energy and water, manages industrial waste treatment and administers services and facilities itself.
For an investor, that means a different counterpart from the rest of the Kingdom. Industrial land is leased from RCJY, which lists competitive rental rates and grace periods of up to one year among its investor terms. Permits and licenses for activity inside the city go through RCJY's own processes, several of which it has automated.
The MISA license and the Commercial Registration do not change. RCJY sits on top of them, not instead of them.

|---|---|
| Foreign investment license | Ministry of Investment (MISA) |
| Commercial Registration | Ministry of Commerce |
| Industrial license (manufacturers) | Ministry of Industry and Mineral Resources |

Ports, logistics and the special economic zone
Jubail is served by King Fahd Industrial Port and Jubail Commercial Port. RCJY has allocated more than 800 hectares to logistics in two phases, in Jubail 2 and Jubail 1, for warehousing, freight handling, container storage and heavy equipment. A rail network links the large industrial facilities to the ports of Jubail and Dammam and to the national railway.
RCJY also manages the special economic zone at Ras Al Khair. Zones suit companies that process, assemble or re-export goods. For a service business or a contractor whose customers are the plants in Jubail, a standard company is usually the right vehicle.
How Alpha handles a Jubail setup
Alpha is based in Jeddah, at Salama Tower in Al Salamah District. We do not have an office in Jubail or the Eastern Province, and formation does not need one. With your authorization, we file the MISA license, the Commercial Registration and the ZATCA, GOSI and Qiwa registrations on the government's online platforms, which work the same for a company registered in any Saudi city.
We plan formation and supplier registration together, so the activities on your license match the categories the operators buy in. Steps that need someone in Jubail, such as site visits or the general manager's bank visit, are planned around your team. We work in Arabic, English, Hindi, Urdu and French, Sunday to Thursday, 9:00 to 18:00.

Frequently asked questions
- How do I set up a company in Jubail Industrial City?
- Obtain a MISA investment license, then register the company with the Ministry of Commerce and complete the ZATCA, GOSI and Qiwa registrations. If you need land or premises inside the industrial city, the Royal Commission for Jubail and Yanbu is your counterpart for the site and the permits. Manufacturers also need an industrial license from the Ministry of Industry.
- Can a foreign company own 100% of a business in Jubail?
- Yes, in most activities, including most manufacturing. Under a MISA license a foreign investor can own the whole company with no Saudi partner or sponsor. Trading carries higher capital conditions, and a short list of activities is restricted, which we check before filing.
- Who issues licenses in Jubail Industrial City?
- MISA issues the investment license and the Ministry of Commerce the Commercial Registration, as everywhere. The Ministry of Industry and Mineral Resources issues industrial licenses. Inside the industrial city, the Royal Commission for Jubail and Yanbu allocates land and handles the permits for activity on its sites.
- How do I get industrial land in Jubail?
- Industrial land in Jubail Industrial City is leased from the Royal Commission, and a site is requested through the Ministry of Industry's site allocation service. RCJY lists grace periods of up to one year among its investor terms, and the ministry notes that allocation time depends on the land provider.
- How long does company setup in Jubail take?
- The MISA license typically takes 2–6 weeks and the full setup, through to the bank account, typically 4–12 weeks. A manufacturing project adds the industrial license, typically 30–60 days, plus site allocation and construction approvals, which usually set the overall timeline.
- How much does it cost to set up a company in Jubail?
- Formation fees are set nationally. The first-year total depends on the activity, the shareholder type and the MISA subscription, which is the largest recurring line. Manufacturing costs depend on the site, the facility and the approvals, so use the cost calculator or book a consultation for a scoped figure.
- Do I need to register as a vendor with SABIC and the other plants?
- Yes, if you want to supply them. Registering your company and qualifying as a supplier are separate steps, and each operator runs its own supplier registration. We handle registration with SABIC, Sadara, Marafiq and other buyers as a separate service.
- Is Jubail a free zone or special economic zone?
- No. Jubail Industrial City is an industrial city run by the Royal Commission for Jubail and Yanbu. The Royal Commission also manages the special economic zone at Ras Al Khair, which has its own terms and suits companies that process or re-export goods.
- Can Alpha set up my company in Jubail if you are based in Jeddah?
- Yes. The MISA, Ministry of Commerce, ZATCA, GOSI and Qiwa filings are made online, on your behalf and with your authorization, and work the same for a company registered in Jubail as anywhere else. Your company is registered at its Jubail address.
