Business Consultant in Saudi Arabia
A business setup consultant plans and runs company formation in Saudi Arabia: activity classification, legal form, the MISA investment registration, the commercial registration, the government platforms, the bank account and the first visas. You can do much of this yourself on the official portals, and for some founders that is the right call. A consultant earns the fee by getting the classification and the sequence right the first time. This page explains what we do, how it compares with a law firm or the DIY route, and how to choose a consultant.

What a formation consultant covers, from feasibility to first hires
The standard path for a foreign-owned company runs through the steps below. A consultant's job is to plan them together, start the slow ones first, and keep every document telling the same story.
- 01
Feasibility and activity classification
Confirm which activity codes describe what the business will actually do, whether they allow 100% foreign ownership, and what conditions apply. Most expensive mistakes start here.
Check your eligibility with the free MISA assessment - 02
Legal form
Choose between an LLC, a branch of the foreign parent, a regional headquarters, a simplified joint stock company or a professional company. The choice affects liability, governance and tender eligibility.
Compare company structures - 03
Document attestation and translation
Foreign corporate documents need apostille or embassy attestation, then certified Arabic translation. This chain runs on other institutions' schedules, so it starts first.
Document attestation service - 04
MISA investment registration
Prepare and submit the application to the Ministry of Investment, with activities that match the business plan and the Articles of Association.
MISA license: requirements and timeline - 05
Name, Articles of Association and Commercial Registration
Reserve the trade name, draft and notarize the Articles of Association, and issue the CR with the Ministry of Commerce.
Commercial Registration guide - 06
Government platforms
Register the national address and Chamber of Commerce membership, then activate ZATCA, GOSI, Qiwa, Mudad and Muqeem. These are what let the company invoice, hire and sponsor visas.
- 07
Bank account, general manager visa and first hires
Open the corporate account, issue the general manager's visa and iqama, and plan the first hires against Saudization requirements before contracts are signed.

Consultant, law firm or DIY: which do you need?
Saudi company formation is more digital than its reputation suggests. The MISA application runs through the ministry's electronic services portal, and the commercial registration and its annual confirmation run through the Saudi Business Center's platform, business.sa. Nothing in the process requires a consultant, and some founders complete it themselves.
The DIY route works best for a simple activity, a single shareholder whose documents are easy to attest, and someone with time to follow up each authority and work through Arabic-language documents. It gets harder with a foreign corporate shareholder, a conditional activity such as trading or engineering consultancy, or a hard start date. A law firm is the right call for contested or complex shareholder agreements, joint ventures and disputes. A formation consultant is a practical choice when you want one team to run licensing, registration, platforms, the bank account and visas as a single sequence.
| Route | Works best when | Watch for |
|---|---|---|
| Do it yourself | Simple activity, one shareholder, time to follow up each authority | Activity codes that do not match the business, and steps started in the wrong order |
| Law firm | Joint ventures, bespoke shareholder agreements, regulated activities, disputes | Scope that ends at incorporation, leaving platforms, bank and visas to you |
| Formation consultant | You want licensing, registration, platforms, bank and visas run as one sequence | Quotes that leave out government fees, and anyone offering a nominee structure |
How to choose a business consultant in Saudi Arabia
The questions below separate consultants who plan the whole entry from those who file one form and hand you the rest. Ask them before you sign.
- Which activity codes and registration type do you recommend for our business, and why?
- Which government fees are in your quote, which are excluded, and which recur every year?
- In whose name will the government platform accounts be registered, and who can sign in?
- What is the realistic timeline per step, and which steps sit outside your control, such as the bank's compliance review?
- Who handles ZATCA, GOSI, Qiwa, Muqeem and the first visas after the CR is issued?
- Who will we deal with day to day, and in which languages?
Red flags
Most delay in Saudi company formation traces back to decisions made in the first fortnight. These are the patterns to walk away from.
- A nominee shareholder or Saudi "sponsor" for an activity open to 100% foreign ownership. For most activities it is unnecessary, and arrangements that hide the real owner fall under the Anti-Concealment Law (tasattur).
- A price that looks low because it leaves out government fees or the annual renewals and confirmations that follow.
- Guaranteed approval dates, or claims of special access to a ministry. No consultant controls an authority's queue.
- Platform accounts registered to the consultant's staff instead of your company.
- Activity codes picked from a template rather than from what your business will actually do.
- No plan for what happens after the CR: renewals, filings and Saudization.
What "MISA license partner" means
Under the Investment Law that took effect in 2025, MISA's license became an investment registration, though most people still call it the MISA license. MISA's own Investor Guide lists the registration and its post-registration services, including the annual registration update and amendments to activities and ownership, as online services.
When a firm calls itself a MISA license partner or MISA consultant, it usually means it prepares and submits these applications for clients. Ask what the label means in their case and whether it changes anything about your application. We make no claim to special status with MISA. We prepare your file, align the activities with your business plan, submit it through the official portal, answer the ministry's queries, and handle the annual update and later amendments.
Where Alpha fits
Alpha is a business setup and operations consultancy based in Jeddah. Our consultation service takes 3 to 10 days and ends with a costed roadmap: activity classification, legal form, licensing path, timeline and budget. If you go ahead, we run the formation sequence, and we can stay on for the work that keeps the company running: accounting, Zakat and tax, payroll, PRO and visas.
We are not a law firm, and a formation consultant is not a substitute for legal counsel on disputes or complex shareholder agreements. Our team speaks Arabic, English, Hindi, Urdu and French, and you can reach us by phone, WhatsApp or email, Sunday to Thursday, 9:00 to 18:00 KSA time.

Frequently asked questions
- Do I need a consultant to open a company in Saudi Arabia?
- No. The MISA application and the commercial registration are both filed online, and some founders complete them on their own. A consultant is most useful when the activity is conditional, a foreign corporate shareholder needs documents attested, or you need the bank account, platforms and visas running to a deadline.
- What does a business setup consultant do in Saudi Arabia?
- A setup consultant classifies your activity, recommends the legal form, prepares and files the MISA registration, handles the Articles of Association and Commercial Registration, activates ZATCA, GOSI, Qiwa, Mudad and Muqeem, and supports the bank account and first visas.
- How much does a business consultant cost in Saudi Arabia?
- It depends on the activity, legal form, number of shareholders and how much of the post-incorporation work you want covered. Ask for government fees and professional fees as separate lines, with recurring costs marked. Our cost estimator gives a line-by-line starting point, and a consultation through our contact page turns it into a scoped quote.
- Is a business consultant the same as a law firm?
- No. A law firm advises on legal rights and disputes and drafts bespoke agreements. A formation consultant runs the licensing, registration and platform process. Complex joint ventures or contested shareholder terms need a lawyer; a standard foreign-owned LLC usually does not.
- What is a MISA license partner?
- It is a marketing term for a firm that prepares and submits MISA applications for clients. The MISA license is now formally an investment registration, filed and updated through MISA's online portal. Ask any firm using the term what it means in practice.
- Do I still need a Saudi sponsor or local partner?
- No, not for most activities. Foreign investors can own 100% of a Saudi company under a MISA registration. Where an activity carries a Saudi-participation condition, it is set in regulation and cannot be waived by a consultant.
- How long does company setup take with a consultant?
- The MISA stage typically takes 2 to 6 weeks for a complete application, and the full sequence through to a bank account is typically 4 to 12 weeks. Document attestation and bank onboarding are the usual variables.
- Can I set up a company in Saudi Arabia without visiting?
- Yes. Incorporation can be completed remotely under a power of attorney. The company does need a resident general manager for bank account opening and day-to-day platform approvals, so most clients issue the general manager's visa during setup.
- What should I ask a consultant before hiring one?
- Ask which activity codes they recommend and why, which government fees their quote excludes, in whose name the platform accounts will be held, which steps sit outside their control, and who handles compliance after the CR is issued.
