Business Setup in NEOM: Company Formation for NEOM Projects
NEOM is a giga-project in northwest Saudi Arabia, in the Tabuk region, backed by the Public Investment Fund. Most foreign companies that want to work on it need two things: a Saudi-registered company that can employ, invoice and deliver in the Kingdom, and a supplier registration with NEOM. The company is formed through the national route, a MISA investment license followed by commercial registration, which typically takes 4–12 weeks end to end. This page sets out what applies today, what is still changing, and how to plan.

How to set up a company for NEOM work, step by step
Suppliers and contractors working on NEOM projects form their company the same way as any foreign investor in the Kingdom. NEOM supplier registration then runs as a separate track. Where NEOM or a sector regulator sets extra conditions for your activity, we confirm them at scoping.
- 01
Define your scope and who you will contract with
Start from the work: design, construction, energy, water, mobility, hospitality, technology or services, all of which NEOM lists among its sectors. The scope decides your MISA license type, your activity codes and the evidence you will be asked for. On large projects many suppliers work under a main contractor, so that contractor's vendor list can matter as much as NEOM's.
Check your eligibility with the free MISA assessment - 02
Prepare attested documents and your evidence pack
Corporate documents issued abroad need apostille or embassy legalization and a certified Arabic translation. Collect the supplier evidence at the same time: company profile, comparable project references, audited financial statements, and quality, HSE and sustainability certificates.

Obtain the MISA investment license
The MISA license is the legal basis for foreign ownership, and a complete application is typically approved within 2–6 weeks. Manufacturing also needs an industrial license from the Ministry of Industry and Mineral Resources, the same ministry that issued the first industrial operating license at Oxagon in 2023.
MISA license: requirements and timeline - 04
Register the company and choose its base
Name reservation, the Articles of Association and the Commercial Registration follow, typically 1–2 weeks after the MISA license. The CR needs a national address, which is your registered office and does not have to be on a project site. Choose it based on where management and the team will actually work, since the municipality license follows the premises.
Commercial Registration: how it works - 05
Activate platforms and plan your people
ZATCA, GOSI, Qiwa, Mudad and Muqeem registrations let you hire, sponsor visas and invoice. Buyers commonly ask suppliers for GOSI, ZATCA and Saudization compliance evidence, and only a company registered in the Kingdom can produce it, so these registrations need to be live and in good standing before you bid.
Saudization and Nitaqat: planning your first hires - 06
Open the bank account, then register with NEOM
The corporate bank account typically takes 2–4 weeks and needs the general manager's iqama or an in-person visit. NEOM supplier registration is online: you apply and complete your profile, NEOM reviews the request, and approved suppliers complete a supplier questionnaire. NEOM states that registering does not guarantee an invitation to tender.

What NEOM is, and what is being built now
NEOM is a development on the Red Sea coast of northwest Saudi Arabia, in the Tabuk region. It is delivered by NEOM Company, incorporated in 2019 as a joint stock company. Its published plans cover several regions, including Oxagon, THE LINE, Trojena and Magna, and sectors that range from construction and energy to water, mobility, tourism and technology.
Plans have changed and will keep changing. In April 2026, presenting the Public Investment Fund's 2026–2030 strategy, PIF's governor said NEOM's initiatives would be rolled out in stages, with the current phase centered on Oxagon: a port, an industrial district, data centers and renewable energy assets. He also said no NEOM projects had been cancelled and that spending was being reprioritized.
For a supplier, the practical reading is to plan around work that is tendered, not announcements. Industrial activity at Oxagon is already licensed: the NEOM Green Hydrogen Company, a joint venture of NEOM, ACWA Power and Air Products, received the first industrial operating license there in 2023.
Do you need a Saudi company to work on NEOM?
Not to apply. NEOM's supplier portal is open to companies worldwide, and a Saudi commercial registration is not listed as a requirement to register. But a registered supplier is not yet a company that can deliver in the Kingdom. To employ people in Saudi Arabia, sponsor their visas, register for VAT and invoice locally, you generally need your own Saudi entity.
A Saudi entity also tends to compete better. Compliance evidence that buyers commonly request, such as GOSI, ZATCA and Saudization certificates, can only come from a company registered in the Kingdom, and local content weighs in awards across the major Saudi buyers.
The usual structures are a 100% foreign-owned LLC under a MISA license, or a branch of the foreign parent where a tender values the parent's own track record. A branch has no separate legal personality, so the parent carries full liability for its obligations. Most foreign companies choose the LLC unless a specific tender strategy points to a branch.
Registering as a NEOM supplier
NEOM supplier registration runs online in stages. You apply through the supplier portal, submit company details and supporting documents and accept NEOM's terms. NEOM reviews the initial request, and approved suppliers are invited to complete a supplier questionnaire before they can be invited to relevant tenders. NEOM describes registration as free.
What takes time is the evidence: categories chosen to match real capability, a company profile, comparable project references, audited financials, and quality, HSE and sustainability certificates. That is the part we prepare. The same evidence pack can be reused with other giga-project buyers such as Red Sea Global and the Royal Commission for AlUla.
Register in the categories you can prove. Registering too broadly brings enquiries you have to decline, and registering too narrowly hides you from work you could do. As NEOM itself states, registration does not guarantee an invitation to tender.
The Tabuk region: what the register shows
The Ministry of Commerce register reports companies by city, and NEOM is not listed as a city. NEOM sits in the Tabuk region, so the figures for Tabuk city below are the closest available proxy for the local business base. They describe the regional economy, not NEOM's supply chain.
They show a market built on local services. Restaurants, food shops, car repair, barbers and laundries are all more common in Tabuk than the national average, while contractors, engineering consultancies and software firms are less common than in Riyadh, Jeddah or the Eastern Province. For a supplier, that usually means bringing specialist capability and people from outside the region, which makes visa planning and Saudization part of the setup, not an afterthought.
How Alpha helps NEOM suppliers
Alpha is based in Jeddah and has no office at NEOM or in Tabuk. Formation does not need one: the MISA license, the Commercial Registration and the ZATCA, GOSI and Qiwa registrations are filed on online platforms that work the same for a company registered anywhere in the Kingdom.
We run the two tracks together: company formation through the national route, and supplier registration with NEOM and the other giga-project buyers you target, from one evidence pack. The team works in Arabic, English, Hindi, Urdu and French, by phone, WhatsApp or email, Sunday to Thursday, 9:00 to 18:00.
Tabuk: the closest register figures for NEOM
The Ministry of Commerce register reports by city and does not list NEOM separately. NEOM sits in the Tabuk region, so Tabuk city's figures are the closest proxy for the local business base. Read them as a picture of the regional economy, not of NEOM's supply chain.

Frequently asked questions
- Can a foreign company set up a business for NEOM projects?
- Yes. A foreign investor can own 100% of a Saudi company in most activities under a MISA license, and that company can register as a NEOM supplier. Companies working on NEOM projects are formed through the national route like any other Saudi company. Where NEOM or a sector regulator sets extra conditions for your activity, we confirm them at scoping.
- Do I need a Saudi company to register as a NEOM supplier?
- Not to apply: NEOM's supplier portal is open to companies worldwide. To deliver work in the Kingdom, employ staff, sponsor visas and invoice locally, you generally need a Saudi-registered entity. The compliance certificates buyers commonly request can only come from one.
- How long does company formation for NEOM projects take?
- The MISA license typically takes 2–6 weeks and the full setup, including commercial registration, platforms and the bank account, typically 4–12 weeks. NEOM supplier registration follows on NEOM's own review timeline, so start both tracks well before a tender you want to bid on.
- How much does it cost to set up a company for NEOM work?
- The formation cost is the same as anywhere in the Kingdom, because the fees are set nationally. The first-year total depends on the activity, the shareholder type and the MISA subscription, and trading or regulated activities cost more. NEOM does not charge for supplier registration. Use the cost calculator for a line-by-line figure.
- Is NEOM a free zone?
- We do not plan on that basis. NEOM was not among the four special economic zones launched in 2023 (King Abdullah Economic City, Ras Al Khair, Jazan and the Cloud Computing zone), and industrial activity at Oxagon has been licensed by the national Ministry of Industry and Mineral Resources. If NEOM-specific rules or incentives apply to your activity, we confirm them at scoping.
- Where should a NEOM supplier register its company?
- The registered address is your head office and does not have to be on a project site. Choose it based on where your management and team will actually work, because the municipality license follows the premises. Additional sites can be licensed as contracts start.
- Can Alpha register us as a NEOM supplier?
- Yes. We prepare the evidence pack, register your supplier account in the right categories and follow the file through NEOM's review. NEOM states that registration does not guarantee tender invitations; what we control is that your file is complete and correctly categorized.
- Are NEOM projects still going ahead?
- In April 2026, PIF's governor said NEOM would be rolled out in stages, with the current phase centered on Oxagon, and that no projects had been cancelled while spending was reprioritized. Scopes and timelines can change, so we plan formation and registration around tendered work rather than announcements.
