Training Institute Setup in Saudi Arabia
Foreign investors can own a private training institute or center in Saudi Arabia. The company is formed through a MISA license and a Commercial Registration, and the training is licensed by the Technical and Vocational Training Corporation (TVTC) in two stages: the facility license, then accreditation of each program before the first course runs. Health training and schools sit with other regulators, so what you teach decides where you apply.

How to set up a training institute in Saudi Arabia
The sequence below is for a foreign-owned training company. The TVTC stages come after the company exists, because the training license is applied for against your Commercial Registration and premises.
- ٠١
Define what you will teach, and who regulates it
Professional and technical training sits with TVTC. Private health training centers are licensed by the Saudi Commission for Health Specialties, and schools and kindergartens by the Ministry of Education. Getting this right first decides your activity codes, your premises and your timeline.
Check your activity with the free MISA assessment - ٠٢
Obtain the MISA license
Corporate documents are attested and translated, then the MISA license is typically approved in 2–6 weeks for a complete application. List training as the licensed activity, using the same activity you will register with TVTC.
MISA license: requirements and timeline - ٠٣
Register the company with a TVTC training activity
The Articles of Association are notarized and the Commercial Registration issued, typically 1–2 weeks after the MISA license. The activity code on the CR has to be a training activity that TVTC supervises, or the application stalls.
- ٠٤
Lease premises and obtain the municipality license
TVTC licenses a physical facility. It checks the municipality license during the application, and the CR number on that license must be the same CR number used for the training license request.
- ٠٥
Apply for the TVTC training license
The request is created on TVTC's portal by the owner, managing director, board chairman or general manager. The license is valid for five years.
- ٠٦
Activate and accredit your programs
This is the second stage, and the one founders miss. Training can only begin after you request activation of your programs and TVTC accredits them. Courses are then delivered by your facility's accredited training staff.
- ٠٧
Register for tax and labor, then open the bank account
Activate ZATCA, GOSI, Qiwa, Mudad and Muqeem so you can hire trainers and invoice. The corporate bank account usually takes 2–4 weeks, so open it in parallel with the TVTC stages.

Which regulator licenses your training
The Commercial Registration lets your company exist. The sector license lets it teach. Which one you need depends on the subject and the learners, and a mixed portfolio can mean more than one regulator.
| What you offer | Regulator | Key point |
|---|---|---|
| Professional, technical and vocational courses | TVTC | Facility license first, then program accreditation |
| Online delivery of accredited courses | TVTC | Allowed for a licensed facility's accredited development courses |
| An online-only academy | National Center for E-learning | TVTC does not license e-training-only facilities |
| Private health training centers | Saudi Commission for Health Specialties | Licensed under its continuing professional development rules, with a site visit |
| Private and international schools, kindergartens | Ministry of Education | A separate school license, not a training license |
| Courses run through social media apps | Not licensed | TVTC does not license training through social media |
TVTC licensing: the facility, then the programs
TVTC splits licensing into two stages. The first creates the training license for the facility. The second activates your training programs, and TVTC accredits them before any course starts. Plan time for both: the program files are as much work as the facility license, and the launch date depends on the second stage.
Accreditation is for licensed facilities, not individual trainers. Courses are delivered through the facility's accredited training staff, and you cannot bring in a non-Saudi trainer from a facility that TVTC has not accredited. TVTC's separate accredited-trainer service, which lets an individual deliver courses outside a facility, is open to Saudis only.
One accredited format is the development course, a program of no more than one month. Licensed facilities and their courses can be checked on TVTC's public license search, so clients can verify you before they book.
Online and blended training
If your model is digital, plan the structure around TVTC's rule that a training license cannot be issued for e-training alone. A facility with a TVTC license may deliver its accredited development courses online. An online-only provider needs approval from the National Center for E-learning instead.
Blended models work best when the physical facility, the accredited programs and the online delivery are designed together from the start. Retrofitting an online academy into a classroom license later means a second approval track.
Schools and kindergartens: a separate track
Private schools, international schools and kindergartens are licensed and supervised by the Ministry of Education, not TVTC. The ministry's International Schools Regulations define an international school as one that uses a curriculum other than the Saudi curriculum, and the curriculum you choose sets the category you apply under.
Foreign investors are active here: the Ministry of Education reports foreign investment licenses issued to international education companies. A school project still starts like any other foreign-owned company, with a MISA license and a Commercial Registration, before the ministry's own approval.
Structure, staffing and tax
A limited liability company (LLC) is the usual vehicle: one shareholder minimum and no statutory minimum capital for most service activities. A single-person LLC works when a foreign training company is the sole owner.
Trainers are employees like any other, hired through Qiwa, enrolled in GOSI and sponsored through Muqeem, and your Nitaqat band governs visa issuance. VAT is 15% above SAR 375,000 in annual taxable supplies, and corporate income tax is 20% on the share of profit attributable to foreign shareholders.
Mistakes that delay a training launch
We file the formation and platform work online on your behalf from our Jeddah office, so the institute can be in any city. These are the errors that cost founders the most time.
- Selling courses before TVTC has accredited the programs. Training cannot start until it has.
- Registering the municipality license under a different CR number from the TVTC application.
- Planning an online-only academy under a TVTC facility license.
- Relying on freelance trainers who are not part of the facility's accredited training staff.
- Using an activity code that does not match a training activity TVTC supervises, which means amending the CR.
- Running clinical or health courses under TVTC when the Saudi Commission for Health Specialties licenses health training centers.
Training centers and private schools on the Saudi commercial register
Active registrations for training centers and institutes, and for private schools and kindergartens, from the Ministry of Commerce register. These are companies registered for the activity, so read them as a measure of competition by city rather than a count of TVTC or Ministry of Education licenses.

الأسئلة الشائعة
- Can a foreigner open a training center in Saudi Arabia?
- Yes. TVTC states that foreign investors are allowed to obtain a training license. The company is formed first through a MISA license and a Commercial Registration, then TVTC issues the facility license and accredits the programs.
- How do I get a TVTC license for a training center?
- Apply on TVTC's portal once you have a Commercial Registration with a training activity and a municipality license for the premises under the same CR number. Licensing has two stages: the facility license, then activation and accreditation of your training programs. Training can only start after the programs are accredited.
- How long is a TVTC training license valid?
- The license is valid for five years. Your training programs are accredited separately from the facility license, through TVTC's program activation requests, and training can only run on accredited programs.
- Can I run online courses in Saudi Arabia?
- A TVTC-licensed facility can deliver its accredited development courses online. TVTC does not issue a license for e-training only, so an online-only provider needs approval from the National Center for E-learning. Training through social media apps is not licensed.
- How long does it take to open a training institute in Saudi Arabia?
- Company formation typically takes 4–12 weeks end to end, with the MISA license in 2–6 weeks. The TVTC license and program accreditation follow once the CR and premises are in place, so preparing program files during formation saves the most time.
- Do trainers need to be accredited in Saudi Arabia?
- Courses at a licensed facility are delivered through its accredited training staff. You cannot bring in a non-Saudi trainer from a facility TVTC has not accredited. TVTC's accredited-trainer service for individuals working outside a facility is open to Saudis only.
- Who licenses private schools in Saudi Arabia?
- The Ministry of Education licenses and supervises private and international schools and kindergartens. International schools are those using a curriculum other than the Saudi curriculum. A foreign-owned school company still needs a MISA license and a Commercial Registration first.
- Who licenses medical and health training courses?
- Private health training centers are licensed by the Saudi Commission for Health Specialties under its continuing professional development rules. The application is reviewed, a site visit checks readiness, and the final license follows.
- How much does it cost to set up a training company in Saudi Arabia?
- The first-year total depends on the activity and the MISA subscription, and regulated activities such as training cost more. Premises are the other major item, since TVTC licenses a physical facility. Use the cost calculator or book a consultation for a scoped figure.
