PRO and GRO services

PRO Services in Saudi Arabia

A PRO (public relations officer), also called a GRO or mu'aqqib, handles a company's transactions with Saudi government platforms: work permits on Qiwa, iqamas and exit and re-entry visas on Muqeem, GOSI registrations, municipal licenses on Balady, CR updates through the Saudi Business Center, the annual MISA update, and document attestation. Almost all of it is now done online, under access your company grants. Our team in Jeddah does this work for companies across the Kingdom, on your own platform accounts and under your authorization.

How a PRO engagement works

The work is routine once it is set up properly. Most of the risk sits in the first month, when access, dates and open issues are still unknown.

  1. ٠١

Map your platforms and renewal calendar

We list every platform your company is registered on, every employee's iqama and work permit expiry, and the dates for your CR confirmation, MISA update and municipal license. Open issues, such as an expired document or a pending transfer, are flagged at the start.

  2. ٠٢

Set up access in your company's name

Your owner or general manager grants our team user access with defined permissions on the platforms we will work on. Where a transaction needs a power of attorney, it is issued electronically through the Ministry of Justice's Najiz service. You keep ownership and can revoke access at any time.

  3. ٠٣

    Run every transaction on cycle

Renewals, filings and submissions are handled ahead of their due dates, not on them. Every submission also shows in your own platform accounts, so you can see what was filed and when.

    Flag and resolve early

Problems such as Saudization slippage, an iqama close to lapsing, or a rejected application are raised as soon as they appear, with the fix and the decision you need to make.

What a PRO does in Saudi Arabia

In Saudi practice, PRO and GRO mean the same job: the person who handles a company's government transactions. The Arabic term mu'aqqib describes the same role, and ta'qib is the work itself. The job used to mean queuing at ministry counters. Today most of it runs on digital platforms, each owned by a different authority, each with its own rules about who may act for the company.

That shift changed what a good PRO is for. The task is no longer carrying files between buildings. It is knowing which platform owns which decision, keeping every expiry date in view, sequencing transactions that depend on each other, and fixing rejections quickly. An iqama renewal, for example, depends on the work permit, and work permit renewals depend on the company's Nitaqat band on Qiwa.

Common PRO transactions, by platform

The table lists the transactions companies most often hand to a PRO. Tax and payroll filings with ZATCA and Mudad usually sit with your accountant or payroll team rather than the PRO, and we cover them through separate services.

What you delegate, and what you keep

A PRO can only act where your company has given access. On most platforms the owner or general manager adds named users with specific permissions, and sign-in runs through the national digital identity, so every action is tied to a named person. Some transactions also need a power of attorney, which is now issued electronically through Najiz.

Government fees are charged by each platform to your company. They are separate from any PRO service fee, and you should expect any provider to show the two separately.

  • Platform accounts stay registered to your company, never to the provider
  • Access is limited to the services in scope and can be revoked at any time
  • Every submission is visible in your own account history
  • Powers of attorney are specific to the work agreed, not open-ended

Retainer or per transaction?

PRO work is usually priced one of two ways. A monthly retainer covers an agreed scope of recurring transactions. Per-transaction pricing charges for each task as it happens. Neither is cheaper in general; it depends on your volume.

A retainer tends to fit companies with expatriate staff whose permits, iqamas and travel generate transactions every month, or with several platforms to keep in good standing. Per-transaction pricing tends to fit small teams with a handful of renewals a year. On a consultation we map your headcount, platforms and calendar, and recommend the model that fits.

In-house PRO or outsourced PRO?

Large employers with daily transactions often hire a PRO directly. Smaller and newer companies usually outsource, because the volume does not justify a full-time role and a single employee is a single point of failure.

How Alpha handles PRO work

We are a business consultancy based in Jeddah, not a government body, and we have no special access to any ministry. We work on the same official platforms your company uses, under the access and authorization you grant, and processing times are set by each authority. What we bring is a team that knows these platforms, one calendar for all your dates, and early warning when something is drifting.

Our team speaks Arabic, English, Hindi, Urdu and French, and you can reach us by phone, WhatsApp or email, Sunday to Thursday, 9:00 to 18:00 KSA time. PRO work often sits alongside visa issuance, document attestation and payroll, so many clients combine them.

الأسئلة الشائعة

What does a PRO do in Saudi Arabia?
A PRO handles a company's transactions with government platforms: work permits and contracts on Qiwa, iqamas and exit and re-entry visas on Muqeem or Absher Business, GOSI registrations, municipal licenses on Balady, CR confirmations and amendments through the Saudi Business Center, the annual MISA update, and attestation of documents. Most of this is now done online under access the company grants.
What is the difference between a PRO and a GRO?
In Saudi practice there is none. Both terms describe the person who handles government platform work, document attestation and ministry follow-up on behalf of a company. The Arabic term mu'aqqib describes the same role.
How much do PRO services cost in Saudi Arabia?
It depends on how many transactions you generate: the number of expatriate employees, how often they travel, how many platforms you are on, and whether you prefer a monthly retainer or per-transaction pricing. Government fees are charged separately by each platform. Book a consultation through our contact page and we will scope it against your actual calendar.
Do I need a PRO if government services are online?
Not necessarily. Any company can run its own transactions on Qiwa, Muqeem, GOSI and Balady. A PRO is worth it when you have enough volume that dates start slipping, when nobody on your team knows the platforms well, or when one rejected transaction is blocking hiring or travel.
What access does a PRO need to our government accounts?
User access with defined permissions on each platform in scope, granted by your owner or general manager, and an electronic power of attorney through Najiz for transactions that require one. Your accounts stay in your company's name and you can revoke access at any time.
Can a PRO renew iqamas and issue exit and re-entry visas?
Yes. Iqama renewals, exit and re-entry visas and final exit visas are issued through Muqeem or Absher Business by users your company authorizes. Work permits are renewed on Qiwa, and both need the company's files in good standing.
Does Alpha have special access to government departments?
No. We use the same official platforms available to every company, under the access and authorization you grant. Processing times and approvals are decided by each authority. Our value is accuracy, timing and follow-up, not privileged access.
Can you handle PRO work for a company outside Jeddah?
Yes. Most PRO transactions run on national platforms, so they are not tied to the city where your company is registered. Where a step needs an in-person visit, we tell you in advance which one and where.
